Question Animated Lights Issue

So, I have my own test server, for testing cars and such and I've noticed, a large proportion of the animated lights cars, the lights either don't work at all, or are SUPER dim, whereas the EXACT same file in another server I play, it's super bright?

Could anyone please help, I've tried searching far and wide, and can't find a thing other than ELS lights
