Yeah the files work but you still need to pay for it when you pull up the phone in-game, there's a screen that says that you need to pay to use the phone and you are not allowed to even use the phone just pull it out

Just return the phone back and then take it out again. Should work afterward! (That goes for me sometimes before, when I was making some changes to the script and restarting the gksphone)
