I can assure you that the NVE does not do that. Surely you have another graphic pack or something that conflicts with the NVE. Check it well.

Well, i had reinstalled GTA and Rage before putting NVE. Don't want to make this post free-chat but i tryed everywhere, i payed 10$ for patron subscription just to ask there and no-one could help me either, probably is the weather?

Had a similar issue when I installed QuantV after NVE. It's weird stuff - argue that ENB may be the culprit if you also have that.

I searched for this bug and was unable to fix it. It took me days of effort and I didn't come up with anything good. Is there any help?
Note that I removed the game and downloaded it again and followed the instructions included with the latest update and did not add any of the
optional files or any modifications.

You have any other graphical mods installed? Like 5real, La Revo?
I did not add any mod, neither from the optional files included with the update, nor any external mod, only the three files shown in the picture.

The RageMP legacy version doesn´t have the buildings light, is it possible to have it?
The reason for the error causing clouds to appear on the screen is that you have a problem installing the Reshade files.
Try deleting the reshade files and moving them again
If you encounter the problem again, you should turn off the cloud effect through the Reshade menu in the game, or delete the cloud effect from the (Grand Theft Auto V\reshade-shaders\Shaders) folder.
One of them will solve the problem, either the effect of (NVE_VolumetricClouds.fx) or (NVE_VolumetricClouds2024.fx) or both, as shown in the picture.
It is not the best way to repair, but it is a way to remove the effect resulting from the defect in the reshade files
