How can I let the users of my server use the rockstar editor to record video or edit video?

You can edit permission.cfg

Yep I used badger discord ace perms when I had a vMenu server and let is assign roles to ace perm groups and then assign those groups to what you want them to be able to access in the vMenu/permissions.cfg
